Debug subcommands; SLEEP blocks the shard, other subcommands are tolerated as OK.
DEBUG SLEEP seconds | subcommand [args ...]

SLEEP: parks the ANSWERING shard's reactor thread for the duration (other shards keep serving). Everything else: O(1)
Complexity and compatibility are read out of kevy's implementation, not copied from Redis's reference. Several genuinely differ.

SLEEP is the only subcommand with an effect and it blocks one shard, not the server; every other subcommand is accepted and answered OK without doing anything
